The cropped one is not the one you want
TikTok publishes two versions of every cover: the cropped thumbnail you see in a feed or a profile grid, and the uncropped frame behind it. Right-clicking in a browser gets you the cropped one, which is why saved covers so often come out tighter than the video looked.

You cannot pick a different frame
Worth knowing before you go looking for a tool that claims otherwise. The cover is whatever frame the creator chose at upload, and it is the only still TikTok publishes for a post. If you want a different moment from the video, download the video itself and take a screenshot.
What people use it for
Mostly three things: keeping a still to use as a thumbnail somewhere else, checking how their own cover reads at the size it actually appears in a feed, and collecting reference while planning a profile grid that looks deliberate rather than accidental.
That last one matters more than it sounds. A profile is nine covers at a glance before anyone plays anything, and covers chosen one at a time rarely sit well together.
