Why it matters
A Short view is not a long-form view
YouTube changed how Shorts views are counted in March 2025. A view is now registered when the Short begins playing, and the older, stricter measure is reported separately in YouTube Studio as engaged views. Long-form videos are not counted this way.
That single difference explains most of the confusion creators have when they compare the two. A Short and a long-form video showing the same view count have not had the same thing happen to them, and the Shorts figure is the more generous of the two measures.
The feed works differently too. Shorts are swiped rather than chosen, so a viewer arrives without having read a title or clicked a thumbnail. The decision that matters is whether they keep watching in the first second or two, not whether the packaging persuaded them.
And the length is capped. YouTube's published limit for Shorts is up to three minutes, which changes what a Short can be. It is a format constraint rather than a shorter version of the same thing.

What the 2025 counting change actually did
Before March 2025 a Shorts view required the viewer to watch past a threshold. After the change, a view is counted when the Short starts playing, and the stricter measure moved to a separate line in YouTube Studio called engaged views.
The practical effect is that Shorts view counts became larger and less meaningful at the same time. A Short showing fifty thousand views is not making the claim a long-form video with fifty thousand views is making, because the two numbers are measuring different events.
This matters for anyone buying, in two directions. It means a Shorts view count is an easier number to move, and it means the number carries less weight with anybody who understands the distinction. Both are true, and a page that mentioned only the first would be selling you something on a half-truth.

Why there is no thumbnail to fix
On a standard video, a poor result usually has a diagnosable cause. Impressions were low, or the click-through rate was poor, and Studio tells you which. Both have known fixes in the title and the thumbnail.
Shorts take that diagnostic away. Nobody clicks a Short, they swipe into it, so there is no click-through rate to examine and no packaging to improve. What replaces it is the opening second or two of the video itself, which is far harder to iterate on than an image.
That is the honest case for spending on distribution here rather than on optimisation. With long-form there is usually a cheaper thing to fix first. With Shorts there frequently is not, and getting the Short in front of more people is one of the few levers that exists.

The monetisation arithmetic, stated plainly
The Shorts path to the Partner Programme is 1,000 subscribers alongside 10 million valid public Shorts views in 90 days. That figure is published by YouTube and it is worth reading twice.

Creators frequently discover this the hard way: a channel with millions of Shorts views and a subscriber count that will not move, because the Shorts audience arrived by swiping and left the same way. Volume from that feed does not automatically convert into anything else.
