Instagram lets accounts hide like counts on their own posts, and lets viewers hide them across their whole feed. Either setting means the number you bought is invisible to that person, while the view count on a Reel is not.
So the first question is not how many, it is whether anyone will see them. If your likes are hidden, the view count is the only social proof on the post and the likes are doing something quieter: they are a number you can see in your own insights, and one that is visible to anyone you send a screenshot to.

Hidden likes, and what they changed
Instagram began letting people hide like counts in 2019 and the setting has stayed. It works two ways: you can hide the count on your own posts, and a viewer can hide counts across everything they see.
The practical consequence is that a like count on Instagram is not reliably public in the way a TikTok like count is. You cannot know whether the person assessing your post can see the number you paid for.
That is not an argument against buying likes, but it is an argument for being clear about why. If the goal is a screenshot for a pitch, your own insights, or a profile you control the settings on, likes work fine. If the goal is social proof for a stranger scrolling, views are the half you can count on.
